A bank robber struck during Monday afternoon's snowstorm, hitting the Provident Bank inside a Woodbridge grocery store while shoppers loaded up on groceries.

The man entered the Shoppers Food Warehouse in the 14000 block of Shoppers Best Way around 3:30 p.m. and went to a Provident Bank branch located inside the store, said Officer John Bogert, a spokesman for the Prince William County Police Department.

He presented a note to the teller announcing the robbery and was given a sum of money. He then walked out of the store without incident, police said.

No weapon was shown or implied, police said.

Police describe the robber as a Hispanic man in his 20s. He is 5 feet 6 inches tall with a medium build and a goatee. He was wearing a dark jacket and a knit hat along with gold-framed prescription glasses.

Police are looking for anyone who may have been in the area at that time or observed anything suspicious.

Anyone with information on Monday's robbery is asked to call Prince William County Crime Solvers at (866) 411-TIPS. Callers do not have to give their name or testify in court and may receive up to $1,000 reward.

The Provident Bank was also robbed Aug. 15. Police obtained warrants for Charles J. Hamlett, 53, of no fixed address, charging him with the robbery.

Rates on 30-year mortgages edged down last week to a seven-month low. Mortgage-giant Freddie Mac reported Thursday that 30-year, fixed-rate mortgages fell to 6.3 percent, down slightly from 6.31 percent two weeks ago. It put rates at the lowest level since they were at 6.24 percent the first week of March.

Bank of Hawaii, Central Pacific Bank, Territorial Savings Bank and Wells Fargo Home Mortgages all cut their 30-year mortgage rates to 5.75 percent this week.
